CNCA NO.---LOADING CERTIFICATES (also known as Waiver / ARC / CNCA Certificate)---ANGOLA
(Please ensure to read through complete chapter as it is crucial that all procedures are followed to the point)
Angolan law requires that all cargo purchased abroad for import to Angola has a Loading Certificate. The party administrating this law is the Angolan National Shipper's Council also referred to as CNCA (Conselho Nacional de Carregadores).
The Loading Certificate number (Waiver/ARC number/CNCA certificate) must be shown on all documentation related to the cargo shipped under that Loading Certificate. The shipper and/or forwarder should provide the Loading Certificate number to the ocean carrier at the Loading Port (Loading Agent) for inclusion in the manifest and Bill of Lading.
The Loading Certificate must be obtained by the shipper/forwarder before loading the cargo, and it should be obtained from one of the CNCA agents around the world (please click here for list of CNCA agents).
All costs and the sole responsibility related to the issuance of the Loading Certificate is with the shipper, however, if/when we as a shipping line/agent issues and releases a B/L without the ARC number we are responsible. This means that it is the responsibility of the agent in the load port to ensure that the ARC number is inserted in B/L and manifest prior to loading the cargo.
Failing such one of two things will happen:
1) The agent/line issuing and releasing the B/L without ARC number will face a fine of USD8000/TEU, or
2) the cargo will not be released.
The exact procedure and costs varies between Loading Certificate issuing agencies but normally:
1) The Loading Certificate form is bought from the appointed CNCA agent at origin. The cost represents the sole income of the CNCA and generally amounts to USD25 per form.
2) One Loading Certificate form is required per B/L.
3) The Loading Certificate is filled with the required information and returned to the CNCA agent.
4) The CNCA agent issues an invoice covering the cost of the Loading Certificate, which is USD155 per teu on the form (or B/L).
5) When this has been paid the Loading Certificate is stamped, attributed to a number (ARC number) and signed.
6) Now it is effectively a Loading Certificate.

NOTE – No exceptions are made to the obligation of Loading Certificates, all companies, customers, NGOs, embassies are requested to arrange ARC, prior loading.
ARC/CNCA number is a ten digit number XXXXXXXXXX (upload/CNCA copy.rar)
